{"id":7264,"date":"2021-12-12T16:32:29","date_gmt":"2021-12-12T16:32:29","guid":{"rendered":"https:\/\/imdeancarter.com\/SMK\/?p=7264"},"modified":"2021-12-12T17:46:58","modified_gmt":"2021-12-12T17:46:58","slug":"uk-government-fails-to-back-new-measures-to-boost-medical-cannabis-access","status":"publish","type":"post","link":"https:\/\/imdeancarter.com\/SMK\/uk-government-fails-to-back-new-measures-to-boost-medical-cannabis-access\/","title":{"rendered":"UK Government Fails To Back New Measures To Boost Medical Cannabis Access"},"content":{"rendered":"<p>CONSERVATIVE MPs have <a href=\"https:\/\/labourlist.org\/2021\/12\/filibustering-tory-mps-block-labour-bill-to-improve-medical-cannabis-provision\/?fbclid=IwAR0Fso34BpN-a2DsGoZ96OyabpJO2Y_JZsJtpDwdRJ99BG277fSkT4xlMz0\" target=\"_blank\" rel=\"noreferrer noopener\">blocked efforts<\/a> to boost UK medical cannabis access with the Government saying the existing legislation is sufficient.<\/p>\n<p>With just <a href=\"https:\/\/businesscann.com\/medical-cannabis-access-bill-to-be-debated-by-uk-parliament-today\/\" target=\"_blank\" rel=\"noreferrer noopener\">three prescriptions<\/a> written under the National Health Service system in the three years, since the law changed, even the most temperate of observers will find that scarcely credible.<\/p>\n<p>Emotions are running much higher with patients and families advocating improved access \u2013 some of whom are saying more than a \u00a31,000 a month to secure privately-prescribed medicines.<\/p>\n<p>In drafting his Medical Cannabis Access Bill <a href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/uk-news\/tories-block-manchester-mps-bid-22425898\" target=\"_blank\" rel=\"noreferrer noopener\">Jeff Smith <\/a>Labour MP for Withington, Manchester had hoped to allow GPs, who are generally more supportive of cannabis medicines, to be prescribers, too.<\/p>\n<p>It called for the creation of Commission on Cannabis-Based Medicines to implement \u2018measures to overcome barriers to access, and for greater emphasis to be given to observational trial evidence on efficacy.<\/p>\n<h4><strong>Talked-Out<\/strong><\/h4>\n<p>However, at 2.30pm yesterday, almost five hours after the <a href=\"https:\/\/publications.parliament.uk\/pa\/bills\/cbill\/58-02\/0020\/210020.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Second Reading<\/a> of the bill had begun, the debate was brought a halt without a vote, meaning the legislation had been successfully \u2018talked out\u2019 by Conservative backbenchers.<\/p>\n<p>This has been roundly condemned by those boost access to cannabis medicines through the NHS.<\/p>\n<p>Speaking to Business<em>Cann<\/em>, one of the UK\u2019s leading medical cannabis experts, Prof <a href=\"https:\/\/businesscann.com\/from-flowers-to-pharma-how-europe-is-forging-its-own-medicinal-cannabis-identity\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mike Barnes<\/a> said: \u201cThis was an excellent debate. Sensible, intelligent and whilst modest in its aims would have made a real difference.<\/p>\n<p>\u201cJeff Smith\u2019s knowledge was so impressive. Sadly it was talked out as expected. The minister\u2019s reply was a masterclass in algorithm-derived mediocrity.<\/p>\n<p>\u201cWe know the present government is morally bereft \u2013 fortunately not the majority of sensible back bench Tory MPs \u2013 but now we know that they don\u2019t care even about the lives of small children with epilepsy.<\/p>\n<p>\u201cThey need to stop hiding behind the tired mantra of \u2018we have changed the law now it\u2019s up to the doctors\u2019. Yes, in part it is, but there is so much more that the Government can do.\u201d<\/p>\n<p>During the debate Labour MP Andy McDonald, one of the bill\u2019s strongest proponents and long-standing advocate for medical cannabis, said that while he had felt disheartened numerous times during his political career, he \u2018couldn\u2019t remember feeling as low as I do right now\u2019, adding that the rhetoric surrounding the debate \u2018filled him with horror\u2019.<\/p>\n<p>Labour MP <a href=\"https:\/\/members.parliament.uk\/member\/4623\/contact\" target=\"_blank\" rel=\"noreferrer noopener\">Tonia Antoniazzi<\/a>, said she had been informed to \u2018talk all she wanted, because they\u2019re going to talk it out anyway\u2019.<\/p>\n<p>Mr Smith opened the debate by saying the situation has gone on \u2018too long\u2019. \u201cSignificant numbers of people who would benefit from being prescribed medical cannabis on the NHS aren\u2019t able to get the prescriptions that they need\u2026.families of patients in the most urgent need often have to resort to support from crowdfunding or from individual donors to keep their medicine going.\u201d<\/p>\n<h4><strong>Government Position<\/strong><\/h4>\n<p>In response to a Business<em>Cann<\/em> request from some comments on its position a Department of Health and Social Care spokesperson, said: \u201cOur sympathies are with all patients and families dealing with rare and hard to treat conditions.<\/p>\n<p>\u201cThe government has already changed the law to allow specialist doctors to prescribe cannabis-based products, where clinically appropriate and in the best interests of patients.<\/p>\n<p>\u201cWe are working closely with regulatory, research and NHS partners to establish clinical trials to test the safety and efficacy of more cannabis-based products for medicinal use to inform future NHS funding decisions.\u201d<\/p>\n<h4><strong>Conservative Opposition<\/strong><\/h4>\n<p>During the debate Conservative backbenchers laid out their opposition to the bill.<\/p>\n<p>Conservative MP for South Ribble Katherine Fletcher said that the government was \u2018not remotely qualified\u2019 to weigh-in on decisions which should be made by doctors.<\/p>\n<p>She added that currently there was \u2018not the evidence base to say if (medical cannabis) works\u2019, adding that \u2018trial and error can lead to big problems\u2019, citing comparisons with the Thalidomide.<\/p>\n<p>Mr Smith retorted that comparing medical cannabis with Thalidomide was an \u2018unfair comparison\u2019.<\/p>\n<p>However, Conservative MP Dr Kieran Mullan, who made one of the debates longest speeches, made repeated references to \u2018times we have gotten it wrong\u2019.<\/p>\n<p>He added that it was \u2018inappropriate to use primary legislation\u2019 to inform clinical decisions, and that singling out a single medication like medical cannabis would threaten to undermine the well-established mechanisms designed to negate risk.<\/p>\n<p>One of the overriding themes, repeatedly referenced by Conservative MP for Hastings <a href=\"https:\/\/www.sallyannhart.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sally-Ann Hart<\/a>, was that it was down to the drug manufacturers to help fund and put forward their drugs for clinical testing.<\/p>\n<p>She said it was not for the government to \u2018force the hand of companies to bring forward research\u2019 and that regulators were \u2018waiting for these companies to come forward with funding and research\u2019.<\/p>\n<p>In her speech, which lasted over 50 minutes, Ms Hart also said that there was a danger of people abusing medical cannabis access for recreational purposes.<\/p>\n<p>Mr Smith questioned \u2018where the evidence for this was\u2019, adding that it was a \u2018red herring that shouldn\u2019t have been thrown in.\u2019<\/p>\n<h4><strong>Private Members\u2019 Bills<\/strong><\/h4>\n<p>Private Members\u2019 Bills like this are debated in \u2018Second Readings\u2019 on 13 Fridays throughout the year. If they are the first bill on the ballot, as the bill was yesterday, they have a \u2018full day\u2019 \u2013 9.30am to&nbsp; 2.30pm \u2013 to be debated in the house.<\/p>\n<p>If no vote is called on the bill before 2.30pm, the MP will be asked to name another day to continue the debate. In this instance, it is Friday, January 14.<\/p>\n<p>However, unless the bill is the first on the Order Paper on this day, the bill is unlikely to progress further.
